Title: Cyber Security ~ Subject Matter Expert

Location:Washington, DC or Reston, VA 

Clearance: TS/SCI with the ability to obtain and maintain a CI polygraph

Overview: Invictus is seeking a highly motivated and experienced Technical Cybersecurity Program Manager to lead and manage a global full spectrum cyber security contract team



  • Provide leadership to the integrated contract team, coordinate activities with government counterparts, and act as the primary interface to our IC customer
  • Work across the enterprise to develop solutions and processes that meet the customer's needs in short timelines, performing as the primary technical and management lead for an Intel Community (IC) full-spectrum cyber program
  • Develop and deliver reports of contract performance to customer leaders that describe the team's cost, technical, and schedule performance
  • Identify and track risks, responses, and mitigation strategies to minimize effects on cost, technical, and schedule
  • Coordinate with subject matter experts to develop comprehensive solutions to customer needs
  • Establish and nurture an environment of continuous improvement, and seek opportunities to insert innovations to reduce time to deployment and cost
  • Develop a strategic vision and execution plan for the program in conjunction with the Branch and CIO leadership
  • Provide oversight of program and operational activities; lead contract development activities for the program, and interfacing with the clients
  • Administer budgets, resources, and personnel in compliance with policies and procedures
  • Manage personnel actions including hiring, performance evaluations, staffing, and career development



  • Bachelor's degree in Cybersecurity or related technical field, with 10+ years of directly related hands-on experience; Master's degree preferred
  • Knowledgeable of IT data analytics and cyber security concepts
  • Experience managing a large federal program responsible for the following: FISMA Policies, Procedures and Reporting, Security Authorization Process (SAP), Security Control Assessment (SCA), Risk Management Framework (RMF), Systems Security Plans (SSP), ICD-503, FIPS 199 standards, NIST 800-53 series, Independent Verification and Validation (IV&V), and Security Event and Incident Management System (SEIM) data
  • Familiarity and experience with risk management tools, incident response procedures, network traffic and firewall logs, router and switch logs, active directory/exchange events, anti-virus/anti-malware events, network scanning compliance, contingency planning/disaster recovery, and enterprise architecture compliance
  • Prior experience supporting federal government agencies as a CISO is highly desired
  • CISSP required, PMP preferred 
  • TS/SCI with the ability to obtain and maintain a CI polygraph
