Title: Proposal and Capture Manager
Location: Alexandria, VA
Clearance: Current Secret or higher clearance
Responsibilities:
- Provide effective management and leadership of the company's capture teams
- Determine customer requirements and evaluation priorities
- Assess competitive landscape and determine optimal teaming partners
- Establish win strategies, value propositions, and compelling features to translate to capture and proposal team
- Manage opportunities through the decision process such as bid/no bid and pursue/no pursue
- Develop, organize and execute significant capture activities, including building industry and internal teams
- Assist with the creation and execution of call plans
- Assist with the gathering, assessment and validation of customer requirements, identifying gaps and emerging requirements
- Drive all aspects of the capture process successfully through the opportunity lifecycle
- Communicate resource needs and leverage resources assigned, collaborating with SMEs, functional leads, and program management
- Plan and participate in capture activities, to include white papers, RFIs, sources sought, workshops, opportunity gate reviews, black hat sessions, collaboration sessions, and proposal reviews
- Ensure the timely delivery of compliant and compelling RFIs, sources sought, and proposal responses
- Brief the capture status to senior management at specified milestones in the process, or as needed
- Conduct after action reviews for all business opportunities, document lessons learned, and identify necessary adjustments to capture technique, strategy, and actions
Requirements:
- Bachelor's degree required, with eight (8) years of experience serving in a business development or capture management role
- A demonstrated track record of designing and executing successful large captures and achieving profitable revenue growth in federal government contracting wor
- A reputation for being able to build high performance teams in a fast-paced environment
- Recent proven track record of closing deals in federal market
- Demonstrated sustained ability and reputation of winning large federal contract
- Portfolio of submittals and awards including experience in all types of government contracts (FFP, T&M, etc.) and full array of capture strategies (major re-competes, incumbent capture, sole source, etc.)
- Must have excellent verbal and written communication skills
- Highly effective interpersonal skills in order to carry-out daily interactions with technical leaders and business executives within Invictus, our customers, industry and subcontractors
- Past experience contributing to fast-paced business leadership teams a plus
- Capture experience within the IC in the areas of Enterprise IT, Intelligence Analysis, and Intelligence Operations preferred
- Current Secret or higher clearance
